new use case DS19: sending non-XML data

DS19: An application wishes to send data (including, in particular, non-XML data) from a sender to a receiver. 
It must be possible to send the non-XML data via an XP message instead of sending a reference to the non-XML data
for subsequent retrieval by the receiver.

Note: This use case is for situations where connections from the receiver to the sender are not permitted.
