I didn't interpret it that way. What I took away from
this is that the following are equivalent w/r/t the
actor role identified.

<S:Envelope xmlns:S="..." xml:base="http://foo/">
   <S:Header>
	<X:A S:actor="#bar" xmlns:X="...">
   </S:Header>
   <S:Body/>
</S:Envelope>

<S:Envelope xmlns:S="...">
   <S:Header>
	<X:A S:actor="http://foo/#bar" xmlns:X="...">
   </S:Header>
   <S:Body/>
</S:Envelope>
