I would suggest a combination of both: Removing the HTTP Header since other protocol bindings are not forced to offer such a mechanism (think of RFC 2549 ;) Further, moving the header element (if there is a motion to keep it) into the body. By doing so the underlying semantics should be defined, as well as a XSD schema fragment.
