So what about keeping a single requirement (701), with two subsections
(701a and 701b)? This would allow some separation/clarification, make
it easier to refer to one part or the other independently, whilst at
the same time preserve integrity.

By the same token, requirements 700 and 703 could be subdivided as
well.

What do you think?
