[DR 700] possibly overlaps DR 119

Does DR 700 overlap with DR 119?
If so, seems to be out of scope.
 
Also, DR 700 states
"carrying application specific payloads inside the XP envelope,
referring to application specific payloads outside the XP envelope"
whereas DR 701 states
"an envelope or outermost syntactical construct or structure within
which all other syntactical elements of the message must be enclosed."
 
This seems like DR 701 expects payload information to be wholly
within the envelope rather than in the envelope itself or outside it.
