DR609 states: 
"The XP specification should mandate the use of UTF-8 as its character set
of choice. 

Discussion: There is a very good discussion currently on the WG private
mailing list about this topic, when this discussion recedes we can formulate
the requirement from the consensus."

We think this needs further discussion as the discussion section indicates.
