Yes, you are right, the transport is, but ebXML itself is far more.
By the way BizTalk & eCo also  encode data in xml.

from the ebXML HP:"....an open XML-based infrastructure enabling the global
use of electronic business information in an interoperable, secure and
consistent manner by all parties."
Unfortunately the ebXML-WGs have released hardly any specs yet.
