This is an excellent question and I did not see an answer so
I guess the answer is no.

My follow up question is what are the list of desired
WEB services using XML as the key protocol and
what are the overall requirements of these services
including.

1. Codesize, preformance, ...
2. Adminstration, failures, updates, ...
3. Firewall issues
4. Protocol options  (do they really care if it is an RPC or not?)
