Hi Ray,

I think the boundaries between Expansion/interpretation and Comparison
have always been rather fuzzy.  To my mind it doesn't matter too much
which of these baskets gets to hold allWords and friends; the
important issue is the addition of the new Format/Structure attributes
for Complete Value and Word.
