holdings proposals, version 1.4

The comment periods for the two holdings
proposals,  for a version 1.3, as well as
additional proposed changes (see:
http://lcweb.loc.gov/z3950/agency/defns/holdings1-3.html,
and
http://lists.w3.org/Archives/Public/www-zig/2002Oct/0006.html)

passed without comment.

However there are two additional (minor) changes
that should have been included in the proposal but
were omitted

1.  remoteHoldingsData had been shown as mandatory
at levels B2-4. Propose to
change to optional.
2. bibItemInfo: propose to change to optional.

Therefore we will extend the comment period three
weeks, until November 25.

We think it's best to cumulate of all these
changes into a new version, 1.4. See:
