Character set negotiation aside, with the move to MARC21 "USMARC" records
can be returned encoded in MARC-8 or UTF-8.  It can no longer be expected
without prior agreement that "USMARC" records are MARC-8-encoded.  The
leader needs to be checked to determine encoding.
