Proposed addition to the Utility Attribute Set

I propose, as a result of discussions at the April ZIG meeting, that new
attributes be added to the Utility Attribute Set.

Specifically, it was pointed out that the truncation attributes combined
with the word-list attributes are incomplete.  The truncation on character
boundary attributes only apply to the first or last words in the word list
(depending on whether left or right truncation is called for.)  It is
proposed that new truncation values of RightTruncateEachWord and
LeftTruncateEachWord be added to the Expansion/Interpretation attributes of
the Utility Attribute Set.
