As a second reply to Sebastians note on the needs of the library
community, I would like to make a plug for the Explain Lite experiment
that has been performed in the ONE-2 project.

Explain Lite uses an XML format to describe some administrative details,
all access points for Search and Scan, as well as which element sets and
which record syntaxes are available.

- It is very easy to prepare
- It was fairly easy to make the target supply it
- It can easily be transformed into a webpage for human consumption
- It could be used as a config file for your Z39.50 server
- It is very easy to use to configure a client to match the capabilities
  of the target
- It can be used to compile registers of what capabilities targets have

This is something the library world needs, and I hope we will see broad
implementation.

(I have removed full Explain from our Target, it required too much work
 in order to understand, and since it was not up to date, it was worse
 than not having it at all.)
