What would make most sense? inline, block, block-container, at least, it
seems to me, but this is not a response from the Working Group.

The marginalia spec as published in "design notes" should not be
considered very stable - it's a Working Draft. We'd love to hear
feedback from implementers.  We'd love to have more implementors join
the Working Group, too :D
