I read

The following formatting objects are "neutral" containers and may be
used, provided that the additional constraints listed under each
formatting object are satisfied, anywhere where #PCDATA, %block;, or
%inline; are allowed:

Does that mean any content model containing #PCDATA may also hold CDATA content?
I don't think it is explicit?
