keep-with

I'm trying to use:

          <fo:table-row keep-with-next.within-page="100" height="15pt">

to keep two successive rows of a multi-page table on the same page and it
doesn't seem to be working. The fo file is rather large so I have not
included it; I was just wondering if anyone else had similar experiences.
