The Working Group is chartered [1] to produce a requirements document.
However the WG is currently quite busy designing XSLT 2.0, but
activity on XSL-FO is still going on, albeit slower. The current main
work item is spec errata, but work on XSL-FO 2.0 requirements has also
started, and a call for requirements should be issued soon.
