Positioning external-graphics

I am currently looking for an XML-to-PDF engine that can place images at an
exact location, in "layers" which can overlap each other.
(eg. place external-graphic "giraffe1.jpg" in layer 20, 100 mm from the top
and 120 mm from the left of the page)

After much trial and error (mostly error), I haven't been able to do this in
FOP -- is this impossible?
