This looks like a production problem.  I see it on the public draft but not on my editor's drafts.  I'll be vigilant to make sure whatever went wrong doesn't occur again.

It should be a generic reference to Unicode.  I copied the Unicode reference verbatim from the new XML 1.1 Rec.
