NIST test 57

Hi,

I'm wondering why NIST test 57 is labelled in testdesc.xml as an "error"
test. The comment in nist-include-57.xml says "Simple IRI test". The
referenced file doesn't exist, but it should still succeed because of the
fallback, shouldn't it?

Presumeable, something about the href="../ents/rosé.xml" and IRIs causes a
failure, but I'm not sure what that is. An explanation, or a point in the
right direction, would be much appreciated.
