NIST test 17 bad URI

NIST test 17 uses the following URI reference:

    <xinc:include 
href="#xmlns(xi=http://www.w3.org/2001/XInclude)xpointer(/x/xi:include[1])" 
parse="xml"/>


Howver, the characters [ and ] are not legal in URIs. They need to be 
percent escaped.
