The DTD for Schemas has a default value (false) for mixed attribute on
complexType.  This is inconsistent with the Schema for Schemas (where it was
taken out in 1.1) and the XML Representation Summary in 3.4.2.  

I think the DTD for Schemas should be modified to remove the default value,
because if defaulted it could conflict with the value on the complexContent
element.
