The text of the item has been changed in the member-accessible status-quo
documents to read:
The constraint Element Declarations Consistent (§3.8.6.3) now takes
open content into account. This change, together with the explicit
exclusion of skip wildcards from the constraint, resolves issue
5940 Element Declarations Consistent.
Accordingly, I'm marking this issue resolved.
