Proposal: 1) laxly assess xs:annotation as today, 2) build no schema components

cmsmcq proposes several tests:  (a) valid and sound declaration, with instance
tests to show whether component is built or not, (b) valid but unsound
declaration, (c) invalid declaration, (d) invalid declaration wrapped in a skip
wildcard.
