xml schema datatypes 1.1 should update reference to IEEE 754-2008

IEEE 754-2008 was approved in August 2008.  In section 3.3.4 precisionDecimal "the expected forthcoming revision of IEEE/ANSI 754" should change to IEEE 754-2008.
