XSD 1.1 Comment 4 (of 4) from WAI-PF

RE: Introduction of a new built-in datatype dateTimeStamp
(http://www.w3.org/TR/2009/WD-xmlschema11-2-20090130/#dateTimeStamp)

This additional datatype is very useful to prescribe the timezone
component for date-time information.
