Rick Jelliffe wrote simultaneously to the XML Schema WG and the TAG, suggesting
that
XSD 1.1 be refactored into layers.  There has been discussion; see the threads
beginning at
the URIs given above.

This bug report is to enable the XML Schema WG to track the issue.
