Hmm.  The proposed solution comes dangerously close to preventing validation
using Notation in the context of some non-XSD specification.  If, for example,
RelaxNG were to invent its own syntax for refining XSD types, might it not be
desirable to allow the same appeal to validation against Notation that is made
in XSD structures?
