The descriptions of the {final} property of the simpleType component, both at
the component level and the XML representation level, differ between Part 1 and
Part 2 as to whether "extension" is allowed as one of the values.

In 1.1, "extension" is explicitly and uniformly allowed.

Bug 4064 against the test suite is relevant.
