An observation: if we decide not to change the spec in the way suggested, then
it might be possible as a workaround for an implementation to recognize
assertions of the form "every $x in a/b/c satisfies COND" and in such cases,
report the location of every $x that doesn't satisfy the constraint. This would
solve the problem in effect by means of a tacit conspiracy between implementors
and users to provide favourable treatment for certain kinds of XPath
expression.
