The working group adopted a proposal that retains anntations under
<openContent> and <defaultOpenContent>. Thay are captured by the "containing"
component. That is, complex types get annotations under <openContent> and
schemas get annotations under <defaultOpenContent>. This resolution is
consistent with how annotations are handled in other cases.
