The draft of W3C XML Schema 1.1 references to "Supporting UPA 
and restriction on an extension of XML Schema", but 
Pekka Kilpelainen and Rauno Tuhkanen argued:

  ...the algorithm of Fuchs and Brown does not recognize 
  the flexibility of iterations (see Section 4), and this
  makes their method incorrect.
