Revise the particle derivation rules so as to eliminate the problems
with choice/choice rules.

has been overtaken by events: if RQ-17 (#restrictn-rules) succeeds,
this has no referent in the spec.

Accordingly, this should be marked RESOLVED / WONTFIX.
