This issue was originally reported by XML Schema WG.

R-22 says "The dataypes spec has some inconsistencies with IEEE with
respect certain special values ...". It continues "Are +0 and -0 the
same value?" Further, the F&O discusses both positive and negative
zero as arguments to functions that accept float and double values. In
some cases this is required by backwards compatibility with XPath 1.0
functions such as "round".
