This is an excellent summary, but misses one crucial fact:  On their
telcon of 8 June 2005, the XML Core WG agreed to amend the XInclude
REC by adding the following text to section 4.5 [1]:

  "An XInclude processor may, at user option, suppress xml:base and/or
   xml:lang fixup."
