RESOLVED: Remove sentence two of para 2 of Appendix A as drafted (“The schema
element defines a new schema.”), change subsequent sentence to “Since this
schema document describes the XML Schema language, the targetNamespace attribute
on the schema element refers to the XML Schema namespace itself.”

RESOLVED: to amend sentence 1 of paragraph 2 of appendix A to read

    Like any other XML document, schema documents may carry XML and document
type declarations. An XML declaration and a document type declaration are
provided here for convenience.
