constraint "minExclusive <= maxExclusive"

Hello

the constraint "minExclusive <= maxExclusive" 
(see
http://www.w3.org/TR/2004/REC-xmlschema-2-20041028/datatypes.html#minExc
lusive-less-than-equal-to-maxExclusive) 
should probably be "minExclusive < maxExclusive" as all other 
similar constraints do not allow for equality of the min* and max* 
value of one of them is EXclusive.
