Adding The Ability For Conditional Validation

It would be quite helpful to be able to validate an element conditional
based upon the value of a previous element.  Schematron offers a way to
extend the current 1.0 version of the XML Schema recommendation;
however, it would be more functional to have this ability build in the
working recommendation.  Perhaps the use of if-then logic.
