Regarding the draft at

Section 3.10.4 says [single quotes denote italics]:

   The constraint is a pair of 'not' and a namespace name or ·absent·

The wording is ambiguous.  Is it:
1. a pair of 'not' and either a namespace name or the value ·absent·,
    or is it
2. either the value ·absent· or a pair of 'not' and a namespace
    name?

The text should be reworded to remove the ambiguity.
