XML schema draft comments: pt.1 4.3.2 unparseable wording?

Regarding the draft at
http://www.w3.org/TR/2004/PER-xmlschema-1-20040318/:


Section 4.3.2 says:

   However, it is an error if such an attribute occurs after the
   first appearance of an element or attribute information item
   within an element information item initially ·validated·
   whose [namespace name] it addresses.

It is not clear that that sentence is parseable.  It is clear
that it is not clear.  :-)

Does it mean "...within an...item that is initially validated
and whose namespace [the attribute] addresses" or something
else?
