XML schema draft comments: 3.2.8 wording problem

Regarding the draft at
http://www.w3.org/TR/2004/PER-xmlschema-2-20040318/:

Section 3.2.8 says:

   Pairs of time values with or without time zone indicators are totally
   ordered.

The intent appears to be to say:

   Pairs of time values with time zone indicators are totally ordered,
   and pairs of time values without time zone indicators are totally
   ordered.


However, the current wording seems ambiguous, allowing for pairs
from the set {time values with or without time zone inicators}.
