allow inheritance of complex types with the 'all' model group.

This is very important for modelling data objects.
Right now if you want to use inheritance, you have to use the
sequence group, which imposes order on the elements. When
used for data transfer, having to get the elements in an arbitrary
order is very onerous. Makes sense for documents, not for
data.
