XML Schema 1.1; how about a URI type?

XSD currently has "anyURI" which is a URI reference, but quite often you 
only want to permit a URI, not a URI reference (since a URI identifies a 
resource, whereas a URI reference identifies some chunk of data - they are 
very different things).  I'd like to see a URI type added.
