QName resolution to components with no target namespace

The description of QName resolution in Part 1, section 3.15.3, specifically 
item 4 doesn't seem to handle the case of referring to a component with no 
target namespace (where xs:import has no namespace attribute).

MSXML handles this as I would expect (i.e. QName with absent namespace name 
refers to component with no target namespace), but SQC doesn't.
