semantics of "length" facet

Dear XML Schema WG members,

Several types are missing the definition of "unit of length", which
is necessary to implement length related facets.

Those types are:

  anyURI, QName, NOTATION


Since they are primitive types, their unit of length must be defined. So
please include the definition for those types in the spec.

(In the previous post, I mentioned about lack of length definition for "language"
type, but it was wrong since "language" is not a primitive type)
