builtin type for contentType (aka mime type)

Content type is used by the type attribute of script element in both 
XHTML and SVG (and hopefully XSLT 1.1's script).  Since it, like URI's, 
is used in multiple W3C technologies but isn't owned by W3C, it would 
seem that defining it in the built-in datatypes would be appropriate.
