Error in the spec (#3)

Sorry for making separate post. I'm testing my implementation
now and those errors are found in that process.

In section 3.2.7.3 of the part 2, the spec says

| 2000-01-15T12:00:00 <  2000-01-16T12:00:00Z
| 
| 2000-01-15T00:00:00 <> 2000-01-16T12:00:00Z

This is apparently inconsistent. The former inequality is right,
but the latter inequality is wrong.

Is this a typo of

| 2000-01-16T00:00:00 <> 2001-01-16T12:00:00Z

?
