In section 3.2.7 of part 2, the spec says > Thus 2000-03-04T23:00:00+03 normalizes to 2000-03-05T02:00:00Z But It seems to me that this is wrong. 2000-03-04T23:00:00+03 normalizes to 2000-03-04T20:00:00, doesn't it. Because +03 indicates GMT+03:00, which means the local time is always three hours ahead of GMT.
