The "Unicode Database" non-normative reference is not linked to from the body of the CR. The CR refers to the Unicode 3.0 character database, but Unicode is currently at Version 3.0.1, and versions 3.1 and 3.2 are in the pipeline. To link to the latest version of UnicodeCharacterDatabase.html, use http://www.unicode.org/Public/UNIDATA/UnicodeCharacterDatabase.html.
