"ref" attribute

Is "ref" attribute reminded at XML-Schema part 1 (structures) or at
XML-Schema part 2 or is it only referenced from the Primer? Since I
couldn't find it's declaration anywhere, I couldn't answer the following
questions:

- Can it be used for referencing elements from other schemas as well?
<element ref="OtherSchemaPrefix:MyElement"/>
